After having read the description of that Church, the only conclusion that I can really come to is that, very sadly (more terrifyingly) is that most of the parishioners want this. Yes, they want to sin, with no remonstrations.
It feeds off itself, an endless circling of feeding (vultures spring to mind). The priests want to sin, so they enable the laity to do so, and that way there is no comeback to priestly sinning. And everybody is happy with their heavy doses of mercy.
I don't know about you, but I think some kind of chastisement is coming to the Church.
